Kirk Grable advises on public and infrastructure financing, public-private partnerships and municipal law. Kirk's clients know that he will preserve the deal components that are essential to them. Valued for his ability to cultivate an open dialogue throughout the negotiation process, Kirk establishes the requisite credibility and willingness among deal constituents to successfully close the deal at hand.

In the public finance arena, Kirk has served as bond counsel representing state agencies and political subdivisions in connection with the issuance of numerous types of municipal debt obligations, including the issuance of bonds by the Indiana Finance Authority for the construction of Lucas Oil Stadium, the East End Crossing of the Ohio River Bridges Project, and the I-69 Section 5 Project. He has also participated in public finance transactions in other capacities, including as underwriter’s and bank counsel.

Kirk advises clients regarding changes in state and federal laws that affect municipal debt obligations. He assists issuers and underwriters of municipal debt obligations and municipal advisers to issuers and conduit borrowers in achieving and maintaining compliance with such laws. Kirk also counsels clients on state and local tax law, budgeting issues, the acquisition and disposition of personal and real property, and the procurement processes pursuant to the public works, design-build, construction manager at risk, and public-private partnership laws.

Appreciated for his intellect and practical, get-it-done business perspective, Kirk brings skill in negotiating and closing sophisticated transactions that have resulted in billions of dollars of successful commercial relationships benefitting the community, state and region.

Kirk is at his best when representing clients in negotiating and closing complicated public finance and development deals. Many of Kirk’s institutional and agency clients have been with him for years, a testament to his commitment to achieving their goals with responsiveness and integrity, while fostering good will and productive working relationships.

Kirk has spoken at numerous seminars on public finance, procurement and general municipal law.

Prior to attending law school, Kirk was an A-6E Intruder pilot in the United States Marine Corps before being honorably discharged as a captain.
