Administrative Law. Carlos specialises in Administrative law, particularly in litigation and public procurement. He boasts ample experience in connection with the application of general and specific administrative legislation and advising administrations, public entities and private companies on their relationships with public administrations.
He regularly advises national and international clients on public procurement issues and asset liability claims before public authorities, through administrative, contentious-administrative and civil courts. He gives ongoing advice to companies participating in tender offers for all types of public sector contracts (works, services, sourcing and concessions) both throughout the tendering process and during their execution.
He also has experience in all types of private law conflicts before both civil and commercial courts and in arbitral proceedings.
Carlos also advises on various regulated sectors, particularly on transactions related to financing and transactions with an administrative component.
