Steve Simcox works at the intersection of policy, government, and politics. As former in-house counsel to government agency heads and elected officials, Steve knows what drives government decision-making and how to shape significant policy, regulatory, and political outcomes.

Steve is a trusted legal advisor to individuals, businesses, public entities, and private organizations across the country on regulatory, procurement, and legislative matters. In addition, he represents companies and organizations engaged in the political process. Whether a client’s needs involve a government approval, program, investigation, or funding stream, Steve navigates the maze of committees and agencies to identify opportunities, overcome obstacles, and meet challenges head on.

Steve advises companies in the beverage, energy, healthcare, technology, and transportation industries on a variety of state and federal regulatory and policy issues. He also focuses his legal practice on state and federal contract and grant opportunities. Additionally, Steve represents business, nonprofits, and individuals engaged in state and federal political activities and causes.

Prior to joining Barnes & Thornburg, Steve served as Deputy General Counsel to Indiana Gov. Mike Pence, where he was responsible for legislative, agency rulemaking, personnel, and civil litigation matters. Steve previously served as a Deputy Attorney General in the Civil Litigation Section of the Indiana Attorney General’s Office, where he advised senior agency officials in administering state programs and defended constitutional challenges to state laws.

In 2016, Gov. Mike Pence conferred upon Steve the title of Sagamore of the Wabash, the highest honor a governor can bestow on an individual in recognition of distinguished service to the State of Indiana.

Through his hands-on experience working for and with senior government officials and elected office holders at all levels, Steve understands the unique motivations and real concerns of government decision-makers, and applies these insights to achieve results. Whether he is focused on shortening the time it takes to do business with the government or streamlining the regulatory cycle, Steve is appreciated for being productive and persuasive in his approach to problem-solving and for zealously representing his clients.

Steve is not regularly admitted to practice in the local courts of the District of Columbia and pursuant to Rule 49 limits his practice in the District of Columbia to lobbying federal agencies and the United States Congress.
