2027 Best Law Firms – Germany Rankings Reveal Shifts in AI, Marketing and Client Growth
AUGUSTA, Ga. (October 9, 2026) — Best Lawyers® today released the third edition of Best Law Firms™ – Germany, recognizing leading law firms across the country and providing new insight into Germany’s evolving legal market.
The 2027 edition draws on extensive research across the country’s legal sector. Approximately 7,000 lawyers were surveyed, more than 10,000 client perspectives were sought, and more than 1,300 firms participated in the evaluation process.
“Best Law Firms™ – Germany builds on more than four decades of Best Lawyers peer-review research, but evaluating firms requires a broader lens. We combine peer assessment with client feedback, leadership interviews, direct firm engagement and firmographic data to understand excellence from multiple perspectives," said Elizabeth Petit, SVP of Research & Product Strategy. "That multidimensional approach allows us to look beyond reputation alone and provide an independent, research-driven view of the firms setting the standard in Germany’s legal market.”
Generative AI Moves into the Mainstream
Alongside the rankings, a Best Law Firms survey of 360 German firms offers a broader view of how firms are approaching technology, business development and client relationships.
Generative AI has quickly become part of the legal industry’s operating landscape. Among responding firms, 49% reported fully implementing generative AI tools, while another 42% are piloting the technology.
The impact is already extending to firms’ business models. Among respondents using AI, 27% said the technology has reduced billable hours for certain tasks, raising new questions around pricing, client transparency and governance.
“What stands out in this data is the speed of adoption," Petit said. "The 'wait and see' window has effectively closed. But the billing data tells us the next chapter is going to be more uncomfortable. When a quarter of firms are already seeing reduced billable hours, the pricing conversation can't be deferred much longer.”
Marketing Investment Rises, but Measurement Lags
German law firms are also increasing their investment in marketing and business development. Thirty-five percent of responding firms increased their marketing budgets in the most recent fiscal year, a figure that rises to more than half among firms with at least 100 lawyers.
However, many firms lack the systems needed to determine whether that spending is working. Thirty-five percent said they do not measure marketing ROI and do not intend to, while another 30% said they would like to measure it but cannot.
“There's a striking disconnect here," Petit explained. "Firms are increasing budgets, which signals they understand marketing matters, but two-thirds of them have no way to tell whether those dollars are working. In an increasingly competitive market, that's not just a missed opportunity; it's a strategic vulnerability. The firms that figure out measurement first will have a significant edge.”
Referrals and Specialization Remain Central to Growth
Despite rapid changes in technology and marketing, relationships remain fundamental to law firm growth in Germany.
Seventy-six percent of respondents reported that at least half of their new client work comes from returning clients or referrals, and word of mouth was the most frequently identified effective marketing strategy.
At the same time, only 9% of responding firms conduct regular, structured client surveys. Deep specialization was the most frequently cited approach to differentiation, underscoring the continued importance of expertise, reputation and client relationships.
“The data paints a picture of a market where deep specialization is the primary way firms differentiate, but the follow-through on client experience lags well behind," said Senior Research Manager Valerie Smith. "Firms say client feedback matters, but very few have formalized how they gather and act on it. The firms that close that gap, pairing genuine expertise with structured client listening, are the ones best positioned to protect their referral pipeline as competition intensifies.”
Corporate Law Leads Germany’s Most Recognized Practice Areas
Corporate Law remains the top national practice area with the highest number of recognized firms in the 2027 rankings, followed by Labor and Employment Law, Mergers and Acquisitions Law, Tax Law and Real Estate Law.
The top four remain unchanged year-over-year, whereas Real Estate Law replaced Arbitration and Mediation Law from the year prior.
The shift comes as Germany’s real estate investment market shows signs of renewed activity. Transaction volume reached €16.2 billion in the first half of 2026, up 13% year over year, with commercial real estate accounting for nearly €13 billion.
Corporate and M&A activity has also remained relatively resilient, while changes to employment regulation and Germany’s 2026 tax agenda continue to create significant legal and compliance considerations for businesses.
Firms Leading the 2027 National Rankings
Among firms recognized nationally, Gleiss Lutz received the highest number of National Tier 1 rankings with 18 awards.
Heuking, Noerr Partnerschaftsgesellschaft mbB, Luther Rechtsanwaltsgesellschaft mbH and Freshfields followed with 16 National Tier 1 rankings each, while CMS Hasche Sigle and Hogan Lovells International LLP each received 15.
Eighteen firms also earned a "Law Firm of the Year" award across 23 national practice areas. The distinction is reserved for the top-performing firm within each nationally evaluated field.
