Biography

Based in New Orleans, Louisiana, Tod advises Fortune 500 corporations, established energy companies, and emerging alternative energy enterprises on the transactional, regulatory, and litigation issues they encounter in daily operations. His practice includes Admiralty and Maritime Law, as well as offshore, midstream, and environmental matters arising under federal statutes such as the Outer Continental Shelf Lands Act, Natural Gas Act, NEPA, Deepwater Port Act, Clean Air Act, Clean Water Act, and the Jones Act. Tod regularly represents clients before state and federal agencies, including the Maritime Administration, Bureau of Safety and Environmental Enforcement, Bureau of Ocean Energy Management, and the U.S. Coast Guard, on permitting, compliance, enforcement actions, and dispute resolution.

Tod has extensive, hands-on experience supporting energy companies involved in large-scale infrastructure and development projects. His work includes advising on offshore deepwater ports, LNG export facilities, carbon capture initiatives, emissions reduction technologies, and renewable energy projects. He assists clients throughout the project lifecycle, from early-stage planning and development through federal permitting, state and local approvals, licensing, construction, and post-implementation compliance.

For entrepreneurs and small to mid-sized businesses, Tod frequently serves as outside general counsel. In this role, he advises on, negotiates, and closes a broad range of commercial contracts while providing practical guidance on risk management and strategic planning aligned with both short-term needs and long-term business objectives.

Tod is an experienced litigator and trial attorney with a career focused on complex offshore, maritime, and environmental disputes. He has represented clients in state, federal, and appellate courts, tried cases to verdict, and briefed and argued appeals in multiple jurisdictions. He has also mediated numerous matters to resolution. His litigation background informs his transactional and regulatory work, with an emphasis on anticipating and addressing issues before they escalate into disputes. When litigation is necessary, Tod continues to handle matters involving offshore incidents, maritime claims, and environmental permitting challenges.

Clients, including energy company executives and in-house counsel, value Tod’s commitment to understanding their operations and regulatory environment. He emphasizes clear communication, practical problem-solving, and constructive engagement with regulators, opposing counsel, and other stakeholders.
