Biography

An experienced litigator, Steve represents the nation’s largest insurers in their prosecution of civil lawsuits under the federal Racketeer Influenced and Corrupt Organizations (RICO) Act – including affirmative actions by insurers to recover fraudulently-obtained insurance benefits and to obtain injunctions preventing the continuation of large-scale fraudulent schemes. Steve also counsels his clients on fraud prevention and investigation strategies.

Admitted to practice in New York and Florida, Steve regularly represents his clients in Courts around the country, including in Arizona, California, Florida, New Jersey, New York, and Oregon. Some of the notable results he has helped obtain for his clients include:

  • Summary judgment for plaintiff-insurer on fraud, unjust enrichment, and deceptive trade practices claims in an action in the Southern District of Florida involving a fraudulent healthcare clinic.
  • A permanent injunction against a fraudulent insurance policy procurement ring in an action in the Eastern District of New York involving allegations that the defendants submitted thousands of fraudulent insurance policy applications and defrauded our client out of millions of dollars.
  • Summary judgment for plaintiff-insurer on RICO, RICO conspiracy, and fraud claims in a case involving an acupuncturist alleged to have paid hundreds of thousands of dollars in illegal kickbacks in exchange for patient referrals to his acupuncture practice.

Steve’s practice and prosecutorial experience allows him to provide practical and informed advice to his clients, especially regarding the intersection of civil and criminal liability – including issues surrounding Fifth Amendment invocations. His article, “NY Law Remains Unclear on Non-Party 5th Amendment Invocations and Negative Inferences,” was recently published in the New York Law Journal.

Steve began his career as an Assistant District Attorney in the Nassau County District Attorney’s Office. At the DA’s office, he gained invaluable trial and litigation experience and served as lead counsel in numerous jury trials.
