Biography
Sean Howley brings first-hand construction industry experience to his legal practice, having managed and worked on multi-million dollar public works projects in New York City and the surrounding area. After earning a Bachelor of Science in Civil Engineering from the University of Notre Dame, he worked as a Project Engineer and Project Manager for a heavy construction contractor. He later earned his Juris Doctor from St. John’s University School of Law and has since devoted his practice to Construction Law and Litigation – Construction, representing clients in complex construction and government contract disputes.
Sean approaches each matter with a practical, business-focused mindset shaped by years spent on active construction sites. He understands the financial and operational pressures construction companies face and keeps those realities at the forefront of his legal work. By concentrating on efficiency, risk management, and dispute resolution strategies aligned with client goals, he strives to deliver legal services that support sound business decisions rather than unnecessary process.
Throughout his career, Sean has represented contractors, subcontractors, owners, and design professionals on major infrastructure and commercial construction projects across the United States and internationally. His experience also includes working with small and mid-sized construction companies, including family-owned subcontractors. Regardless of project size or claim complexity, Sean focuses on clear communication, cost-conscious strategies, and practical solutions tailored to each client’s needs.
Sean is admitted to practice in the Commonwealth of Virginia, the District of Columbia, the State of Oregon, the State of Washington (Inactive), and related federal courts. He is based in McLean, Virginia, and practices with Kraftson Caudle, where he represents clients in Construction Law and Litigation – Construction matters.
