Sean M. Dillon is a construction lawyer and ADR professional with more than 30 years of experience handling construction law, construction litigation, business law, and commercial litigation matters. Based in St. Petersburg, Florida, Mr. Dillon serves clients throughout the United States and internationally through Dillon ADR & Law PA. His practice has focused on resolving large and complex disputes involving all phases of the construction industry, including matters arising from mega-projects utilizing design-build and public-private partnership delivery methods. After nearly three decades in private practice, he expanded his work in alternative dispute resolution, serving as an arbitrator, mediator, neutral evaluator, and dispute review board member.
Mr. Dillon’s experience includes projects across numerous construction industry sectors, including roadway, bridge, interstate, and toll road infrastructure projects; signature bridge projects involving segmental concrete, suspension, and cable-stayed bridge systems; light rail, subway, and heavy-rail projects; and the first high-speed rail project in the United States. His work has also involved vertical construction projects in both the private and public sectors, airport terminals and runway projects, major water infrastructure developments, EPC and industrial facilities, high-voltage transmission projects, and residential construction matters.
His construction law practice includes disputes involving delay, disruption, and productivity loss claims, as well as claims concerning extra work, liens and bonds, defective construction and design issues, structural failures, differing site conditions, supply-chain disputes, tariffs and taxes, bid protests, project defaults, and project abandonment. Mr. Dillon has also handled matters involving business torts, False Claims Act allegations, contested foreign judgment domestication proceedings, consequential damages, cardinal change claims, adjoining property disputes, suspension and debarment proceedings, and construction-related labor and employment issues.
In addition to construction litigation and ADR matters, Mr. Dillon has experience with investigations and claims involving OSHA citations, environmental issues, union grievances, discrimination and retaliation claims arising from construction projects, and catastrophic personal injury and property damage disputes connected to heavy civil construction operations. For numerous projects, the disputed amounts ranged from $100 million to more than $1 billion.
