Biography

Ryan Douglas represents developers, property owners, investors, and other real estate stakeholders in land use, zoning, environmental, and permitting matters throughout Massachusetts. He helps clients navigate the increasingly complex regulatory landscape, providing practical guidance that keeps development projects moving from planning through completion.

Ryan advises clients on zoning and permitting strategies, environmental compliance, and regulatory approvals at the local, state, and federal levels. He regularly works with municipalities, the Massachusetts Department of Environmental Protection (MassDEP), Conservation Commissions, and the Massachusetts Water Resources Authority (MWRA), counseling clients on matters involving local zoning bylaws, the Wetlands Protection Act, the Massachusetts Environmental Policy Act (MEPA), and the Clean Water Act. His broad environmental and land use experience enables him to identify potential regulatory obstacles early and develop efficient paths forward.

When disputes arise, Ryan represents clients in zoning appeals, land use litigation, environmental enforcement matters, and challenges brought by abutters or other project opponents. His experience includes defending complex development projects against claims that could delay or prevent construction. Having served as a law clerk to two judges of the Massachusetts Land Court, Ryan offers clients deep insight into the court's approach to land use and real estate disputes.

In addition to resolving disputes, Ryan counsels clients on evolving land use policies, affordable housing initiatives, and climate-related development regulations, helping them anticipate change and position projects for long-term success.

Ryan is active in the Massachusetts real estate and land use community. He chairs the Real Estate Bar Association's (REBA) New Lawyer Section, is an active member of REBA and the Commercial Real Estate Development Association (CREDA), and frequently speaks at law schools and industry programs on land use and environmental topics.
