Biography

Robert J. Keegan is an attorney with Keegan Werlin LLP in Lexington, Massachusetts, whose practice includes Energy Law and utility regulatory matters. He has been recognized by Best Lawyers in the area of Energy Law since 1991 based on peer review within the legal profession.

Mr. Keegan advises clients on a wide range of regulatory, administrative, and compliance matters affecting the energy and utility industries. He has represented clients in adjudicory and rulemaking proceedings before regulatory agencies and has handled appeals arising from administrative records before the Massachusetts Supreme Judicial Court.

Before founding Keegan Werlin LLP in 1988, Mr. Keegan served two terms as Commissioner of the Massachusetts Department of Public Utilities from 1983 to 1988 following his appointment by the Governor. Prior to that role, he served as Deputy Regional Counsel for the United States Department of Energy from 1979 to 1982.

Mr. Keegan’s additional public service and legal experience includes serving as Special Assistant Attorney General for the Commonwealth of Massachusetts from 1990 to 1991; Consultant to the Massachusetts Department of Public Utilities and the Energy Law Institute from 1982 to 1983; Senior Trial Counsel for the Massachusetts Department of Public Utilities from 1976 to 1979; and Trial Attorney for the Massachusetts Defenders Committee from 1973 to 1975.

Outside the practice of law, Mr. Keegan enjoys golf, reading history and politics, and spending time with family and friends.
