Robert A. Curtis is the managing partner of Foley Bezek Behle & Curtis LLP in Santa Barbara, California. He represents clients in complex litigation matters involving mass tort litigation, class actions, business disputes, lender liability, wildfire litigation, and real estate litigation. His practice includes Mass Tort Litigation / Class Actions - Plaintiffs.

Mr. Curtis earned his undergraduate degree from UCLA and his Juris Doctor from Pepperdine University School of Law. He is admitted to the State Bar of California and is admitted to practice before the U.S. District Courts for the Central, Eastern, Southern, and Northern Districts of California, the Western District of Michigan, the District of Columbia, and the U.S. Court of Appeals for the Ninth Circuit.

For more than 27 years, Mr. Curtis has represented individuals, businesses, and groups of plaintiffs in high-stakes litigation matters throughout California and across the country. Working with other attorneys at Foley Bezek Behle & Curtis LLP, he has helped secure more than $1.15 billion in settlements and verdicts involving claims against major corporations and financial institutions.

His litigation experience includes matters involving Southern California Edison, East West Bank, Shell Oil, Verizon Wireless, Bank of America, Wells Fargo, U.S. Airways, and Bank of the West. Mr. Curtis continues to handle complex plaintiff and commercial litigation matters with a focus on strategic case development and client advocacy.

In 2014, Robert served as lead trial counsel for the plaintiff and obtained a $38.9 million jury verdict in a seven-week lender liability trial in Los Angeles Superior Court against East West Bank. The verdict was recognized as the 12th largest verdict in California and the 54th largest verdict in the United States for 2014.

In 2016, Robert served as lead or co-lead counsel in matters that resulted in settlements totaling $91.2 million for the firm’s clients.

In 2018, Robert was appointed by the Los Angeles Superior Court to the leadership team for litigation involving Southern California Edison related to the Thomas Fire and the Montecito mudslide. In those matters, the firm represented more than 500 individual plaintiffs and obtained settlements exceeding $290 million.

In 2019, Robert resolved a five-year real estate partnership dispute for $109 million and a class action matter against U.S. Airways for $9.85 million.

Also in 2019, Robert was appointed by the Los Angeles Superior Court to the leadership team for litigation arising from the Woolsey Fire. In that matter, the firm represented more than 1,200 individual plaintiffs and obtained settlements exceeding $429 million for those affected by the fire.

In 2025, Robert was appointed co-lead counsel in class litigation involving defendants alleged to be responsible for the Maui (Lahaina) Wildfire and worked with a team of attorneys that achieved and signed a settlement agreement valued at more than $4 billion for wildfire victims. Also in 2025, Robert was appointed by the Los Angeles Superior Court as one of six co-liaison counsel for victims of the Palisades Fire, which destroyed more than 7,000 homes and resulted in more than 12 fatalities. Robert was also appointed by the Los Angeles Superior Court to a team of attorneys involved in litigation against Southern California Edison concerning the Eaton Fire.
