Richard Volack is a Partner at Peckar & Abramson PC, based in New York, New York, where he focuses his practice on Construction Law. He is also Chair of the firm’s Cyber Security & Data Privacy practice. Richard represents general contractors, construction managers, and project owners on a wide range of construction-related matters, including dispute resolution and project risk issues. His experience includes matters involving breach of contract, construction and design defects, schedule and impact delays, mechanic’s liens, surety bonds, insurance coverage, and related claims arising from complex construction projects.
Richard’s Construction Law practice includes representing clients in mediation, arbitration, and litigation, as well as advising on litigation avoidance strategies, risk management, project planning, and contract negotiation. He works with clients on both domestic and international construction projects and regularly assists with claims analysis and dispute resolution strategies. In 2021, Richard completed FIDIC Certified Course Module 2: Claims and Disputes Resolution.
In addition to construction dispute matters, Richard counsels clients on cyber security and data privacy issues affecting the construction industry, including data risk management, incident response considerations, and compliance concerns related to electronically stored information. He is a frequent lecturer on construction insurance, risk management, the New York Mechanic’s Lien Law, and e-discovery and ESI issues in construction litigation.
Richard is admitted to practice law in New York and Connecticut. He previously served as chairman and secretary of the Construction Law Committee of the New York City Bar Association and is a member of the Construction Law Section of the American Bar Association.
Richard earned his Bachelor of Science degree from the University of Scranton and a Master of Arts degree from the Maxwell School of Citizenship and Public Policy at Syracuse University. He received his Juris Doctor from Syracuse University College of Law, where he served as Business Editor of the Journal of International Law and Commerce.
