Phillip A. Hummel represents developers, property owners, nonprofits (including hospitals, museums and religious institutions), and senior living facilities on zoning, planning, entitlements, permitting, historic preservation, development impact taxation, and other land use matters. Phil is a principal in Miles & Stockbridge’s Land Use Practice Group and the firm’s Rockville, Maryland office. He counsels clients on the administrative and legislative regulation of land from due diligence analysis to permitting, and is knowledgeable with mixed-use projects, infill redevelopment, and public/private partnerships. He regularly represents clients before a wide range of municipal, county, and state agencies. He also has significant litigation experience in Maryland courts arising from post-approval disputes.
