Phil counsels developers, municipalities, brokers, financial institutions, and other stakeholders on matters involving New York’s Brownfield Cleanup Program (BCP). His practice includes advising clients on the tax and business considerations connected to redevelopment projects throughout New York State. He has also presented on BCP tax issues for organizations including the New York State Bar Association, the Business Council of New York State, New Partners for Community Revitalization, the Brownfield Coalition of the Northeast, American Waste Management Association, and other professional and governmental organizations.
Over the course of his career, Phil has worked on brownfield redevelopment projects located throughout Manhattan, Brooklyn, Queens, the Bronx, Yonkers, White Plains, Long Island, the Catskills, the upper Hudson Valley, and upstate communities including Syracuse, Utica, Buffalo, Ithaca, Binghamton, and northern New York. These projects represent over $5 billion in construction value and are expected to generate more than $750 million in BCP tax credits.
Phil also assists clients with preparing and documenting claims for Brownfield Cleanup Program and other economic development tax credits. He works closely with accountants and financial professionals during the preparation of supporting materials and represents clients in matters involving audits and proceedings before the New York State Department of Taxation and Finance, the Division of Tax Appeals, the Tax Appeals Tribunal, and New York courts.
In addition to his brownfield and tax-related work, Phil advises clients on a wide range of Corporate Law and commercial matters. His experience includes the purchase and sale of closely held businesses and professional practices, business formation, LLC operating agreements, shareholder and buy-sell agreements, and ongoing commercial and operational issues affecting businesses across multiple industries.
