Philip Rosenberg represents all types of health care providers, including hospitals, health networks, nursing homes, home health care agencies, medical transportation companies, physician practices, individual professionals, assisted living providers, alcohol and substance abuse providers as well as industry-wide trade associations.

What do you focus on?

My practice involves representing health care providers in a range of regulatory, transactional and litigation matters, with a particular emphasis on reimbursement, compliance, fraud and abuse, licensure, network formation and provider affiliation, managed care contracting and tax exemption issues.

I regularly work with, and appear before, the New York State Department of Health, the New York State Office of Medicaid Inspector General, the New York State Office of Attorney General, the New York State Office for People with Developmental Disabilities, the New York State Justice Center, the United States Centers for Medicaid & Medicare Services and the Office of Inspector General at the United States Department of Health and Human Services.
