Biography
Pam Mascari is a state and federal court litigator, trial advocate, and regulatory advisor who represents clients in high-stakes environmental and energy-related disputes in Louisiana and beyond. Based in Baton Rouge, Louisiana, she works with energy, petrochemical, and manufacturing companies on complex litigation involving property contamination, environmental claims, and related business risks. Her practice regularly involves litigation strategy and case management before Louisiana state and federal courts, as well as coordination with regulatory agencies.
Pam has significant experience handling legacy litigation matters through trial and resolution, including federal multi-district litigation proceedings inside and outside Louisiana. She is frequently asked to work alongside national counsel and joint defense groups, particularly in cases involving multiple parties, layered factual records, and evolving legal issues. Her collaborative and organized approach allows her to manage complex litigation efficiently while keeping client objectives at the forefront.
Representing clients on both the plaintiff and defense side, Pam focuses on practical, fact-driven advocacy designed to clearly present issues to opposing counsel, judges, and juries. She is often selected by other law firms to serve as local Louisiana counsel and is regularly involved in juror research and trial preparation efforts. Clients value her straightforward communication style and steady approach to resolving disputes inside and outside the courtroom.
In addition to litigation, Pam advises clients on Energy Law, Energy Regulatory Law, and Oil and Gas Law matters arising from the development, operation, and regulation of energy assets. She represents clients before the Louisiana Department of Natural Resources and the Louisiana Department of Environmental Quality on issues involving intrastate pipelines, oil and gas operations, water enforcement, and compliance obligations in a changing regulatory environment.
Pam also counsels industrial and energy clients on regulatory matters involving water, solid waste, underground storage tanks, wetlands, release reporting, incident response, and environmental permitting and enforcement. Her understanding of regulatory processes and agency perspectives allows her to help clients address compliance challenges while supporting long-term business planning.
Beyond her legal practice at Kean Miller, Pam has been invited to serve on the Advisory Council of the Mineral Law Institute at the LSU Law Center and has been appointed to the Mineral Law Committee of the Louisiana State Law Institute since 2018.
