Pablo Muñiz is a partner in Van Bael & Bellis' Brussels office. He specialises in EU trade law, with a particular emphasis on EU customs law, including customs classification, origin issues and customs valuation controversies.
He regularly advises clients on multi-jurisdictional customs matters involving the European Commission, OLAF, and the World Customs Organization (WCO). He also represents clients before national customs administrations, including the Spanish customs administration. His extensive experience extends to litigation before the Court of Justice of the EU and national courts. Recent cases before the EU Court of Justice include Case T-34/11 Canon Europa v Commission and Case T-35/11 Kyocera Mita Europe v Commission.
Pablo’s expertise includes representing clients on the submission of remission and repayment requests to the national administrations, as well as before the EU Commission and the Court of Justice of the EU. In the Commission case REM 06/08, he successfully obtained the remission of imports concerning the tariff classification of home cinema devices.
In addition, he advises on disputes concerning access to documents. In case T-144/05, Pablo Muñiz v. Commission, he successfully obtained an annulment, by the EU General Court, of a Commission decision refusing access to the minutes of a Working Group of the Customs Code Committee.
Pablo is also involved in WTO disputes, and has assisted governments in a number of WTO disputes including: EU – Anti-Dumping Duties on Malleable Cast Iron Tube or Pipe Fittings from Brazil (DS219); EC-Selected Customs Issues (DS315); and EC and its Member States – Tariff Treatment of Certain Information Technology Products (DS375, 376, 377).
He is widely published and regularly participates in training seminars organised by the WCO as an expert speaker on various customs matters.

Pablo Muñiz is a contributor to Van Bael & Bellis’ leading treatise “Competition Law of the European Community” (fifth edition, Kluwer, 2010), a standard work of reference in the field of EU competition law. He also authored the chapter: “La cuestión prejudicial de validez e intepretación ante el Tribunal de Justicia” (“The request for a preliminary ruling on validity and interpretation before the Court of Justice”), in the book “Procedimientos Administrativos y Judiciales de la Unión Europa” (“Administrative and Judicial Proceedings of the European Union”), published by Economist & Jurist, Difusión Jurídica, 2012.
