Biography

Matt Burrows is a member of the firm’s litigation team. His practice focuses on municipal defense in civil rights litigation, business and commercial disputes, and property disputes. Matt has successfully represented clients in litigation before every New Hampshire state court (Supreme, Superior, and District), the United States District Court for the District of New Hampshire, the United States District Court for the District of Massachusetts, and the First Circuit Court of Appeals. Based on his experience, Matt understands the complexities of the litigation process, and he works with clients to achieve their intended goals.

Matt has been selected as a top-rated civil litigation defense attorney in Concord, NH, by Super Lawyers® with a Rising Stars designation for 2017, 2018, 2019, and 2020. He was selected for inclusion in the 2024 edition of The Best Lawyers in America® for Concord, NH in Personal Injury Litigation – Defendants. Matt is a member of the Defense Research Institute and presently serves as Chair of the Tri-State Defense Lawyers Association, before which he was President of the New Hampshire leadership team. He also belongs to the Webster-Batchelder American Inn of Court. Matt is committed to the New Hampshire community, having served on the steering committee of the Associated Builders and Contractors of NH/VT Young Professionals Group, and he currently serves on the board for the Stephen Cmar ROTC Scholarship Fund.

While practicing full-time, Matt is currently an adjunct faculty member with the Daniel Webster Scholars program and also served as an adjunct professor at the UNH Franklin Pierce School of Law for two semesters, where he taught the Fundamentals of Lawyering to first-year law students.

Prior to joining Gallagher, Callahan & Gartrell, Matt clerked for two years in the New Hampshire Superior Court, serving as the senior law clerk in his final year of the clerkship. As a law clerk for both the Superior Court’s regular docket and the Business and Commercial Dispute Docket, Matt assisted the judges in handling a wide variety of cases, including business and commercial disputes, appeals from planning board and zoning board of adjustment decisions, and civil rights litigation.

Matt graduated cum laude from the University of New Hampshire School of Law and earned his bachelor of arts, magna cum laude, from Ithaca College. He was the editor-in-chief of the University of New Hampshire Law Review, as well as a Daniel Webster Scholar. While in law school, Matt interned with the Honorable Robert Lynn of the New Hampshire Supreme Court.

Matt is admitted to practice in the state and federal courts of New Hampshire and Massachusetts, and the First Circuit Court of Appeals.
