Based in Houston, Texas, Matt Moore serves as Co-Managing Partner of Peckar & Abramson PC’s Texas offices and is a member of the firm’s Executive Committee. He practices in the areas of Construction Law and Litigation – Construction and is actively involved in the firm’s Construction and Surety practice groups. Matt also chairs the firm’s Power, Energy & Industrial practice.
Matt represents general contractors, construction managers, EPC contractors, sureties, owners, developers, and subcontractors in public and private construction matters throughout Texas and beyond. His work includes disputes and counseling related to breach of contract, breach of warranty, mechanic’s liens, contractual and statutory indemnity, payment and performance bonds, collections, fraud, extra work claims, construction defects, contract termination, differing site conditions, bid protests and bid mistakes, as well as delay and disruption claims. In addition to construction litigation, Matt regularly drafts, reviews, and negotiates construction contracts and serves as project counsel from the bid phase through project closeout.
Matt has been listed by Chambers USA, Texas Super Lawyers, Best Lawyers, and The Legal 500 for his work in construction-related matters and is a Life Fellow of the Texas Bar Foundation. He is among the first attorneys in Texas to become Board Certified in Construction Law by the Texas Board of Legal Specialization.
