Matthew Gordon is a Partner at Selzer Gurvitch in Bethesda, Maryland, where he practices Land Use and Zoning Law. He represents developers, property owners, nonprofit organizations, housing providers and institutional clients in zoning, land use, permitting and entitlement matters throughout Maryland and the Washington metropolitan area.
Matthew counsels clients through all phases of the development process, including due diligence, zoning analysis, regulatory approvals, public hearings and negotiations involving Development Rights and Responsibilities Agreements. His practice includes residential, commercial, mixed-use, industrial and institutional projects, as well as infill redevelopment matters and affordable housing developments.
In addition to his land use and zoning practice, Matthew assists clients with negotiating Payment-In-Lieu-of-Taxes (PILOT) agreements related to mixed-income and affordable housing projects. He works closely with clients, consultants and local government agencies to address permitting, planning and development issues efficiently and strategically.
Before joining Selzer Gurvitch, Matthew served as an Associate County Attorney in the Prince George’s County Office of Law, where he advised the Prince George’s County Department of Permitting, Inspections and Enforcement (DPIE) on zoning, land use, permitting and regulatory compliance matters. In that role, he worked with County agencies and planning officials on a wide range of development projects throughout Prince George’s County.
Matthew’s background in local government provides practical insight into the development review and approval process in Montgomery County, Prince George’s County and surrounding jurisdictions. A lifelong Montgomery County resident, he is admitted to practice in the Maryland state courts and the U.S. District Court for the District of Maryland.
Matthew has served as a business representative to the Bethesda Downtown Implementation Advisory Committee since 2017 and remains actively involved in issues affecting growth, development and land use planning in the Bethesda community.
