Mark Bentley is a U.S. Marine Corps veteran, certified planner, and board-certified attorney with more than 30 years of experience representing clients in land use, zoning, eminent domain, and property rights matters throughout Florida. Based in Tampa, Florida, he serves clients at Johnson, Pope, Bokor, Ruppel & Burns LLP. His practice areas include Land Use and Zoning Law and Litigation - Land Use and Zoning.
Mark represents private property owners, developers, businesses, and commercial landowners in matters involving rezoning applications, comprehensive plan amendments, land development approvals, administrative proceedings, eminent domain disputes, and constitutional property rights claims. He also assists clients with issues arising under Florida’s Land Use and Environmental Dispute Resolution Act (FLUEDRA).
Board certified by The Florida Bar in City, County and Local Government Law, Mark is also among a limited number of Florida attorneys who are members of the American Institute of Certified Planners (AICP). His experience includes representing clients in redevelopment projects, mixed-use developments, condemnation proceedings, and disputes involving local land use regulations, zoning requirements, and development rights.
Throughout his career, Mark has worked with developers, petroleum companies, commercial property owners, and small businesses across Florida. He regularly handles matters involving zoning approvals, land use litigation, permitting issues, noise ordinance disputes, and negotiations with local and state governmental agencies.
Mark also advises clients on matters involving noise regulation and enforcement. He has represented restaurants, entertainment venues, commercial developments, and public facilities, including the Florida Amphitheater, in disputes related to compliance with local noise ordinances. In these matters, he frequently works with acoustic engineers and other consultants to address operational, enforcement, and regulatory concerns.
