Mark G. Jackson is a founding partner of Jackson Holcomb LLP, a Seattle law firm devoted exclusively to federal procurement. He represents government contractors, Alaska Native Corporations and their 8(a) subsidiaries, and Navy ship repair contractors in bid protests, Contract Disputes Act claims, terminations, and federal construction litigation before the Court of Federal Claims, the Armed Services Board of Contract Appeals, GAO, and the SBA Office of Hearings and Appeals.
A U.S. Air Force Academy graduate, Mark began his career as an Air Force procurement lawyer and member of the Air Force Contract Litigation Team. He has practiced government contracts law exclusively since 1997 and founded Jackson Holcomb in 2013.
Mark is a trial lawyer. His reported decisions include Alutiiq Mfg. Contractors v. United States, 143 Fed. Cl. 689 (2019), converting a default termination to a termination for convenience; Lumbermens Mut. Cas. Co. v. United States, 654 F.3d 1305 (Fed. Cir. 2011), the controlling Federal Circuit authority on Miller Act surety claims against the United States; and Vigor Marine, LLC, ASBCA No. 63405 (2026), summary judgment on entitlement to an $11 million Navy ship repair claim. He also obtained a $6.1 million judgment for a subcontractor joint venture on the Andersen AFB, Guam runway project.
