Biography
Mark A. Rosen is a Partner in Peckar & Abramson PC, based in New York, New York, with practice responsibilities that also extend to New Jersey. His practice focuses on Arbitration, Construction Law, and Litigation – Construction, including construction and contract law, public contract matters, surety issues, and complex commercial litigation. With more than four decades of experience, Mark is known for a practical, solutions-oriented approach to resolving construction-related disputes and risk management issues.
Mark represents a broad range of clients throughout the construction industry, including private and public owners, general contractors, subcontractors, utility and heavy highway contractors, contract and commercial sureties, and insurers addressing construction disputes and project completion matters. His work regularly involves arbitration and litigation arising from construction projects, as well as counseling clients on claim strategy and dispute resolution. Mark also negotiates and reviews collective bargaining agreements and handles grievance and labor matters for companies and multiple unions across the New York metropolitan area. In addition, he assists clients with the review, negotiation, and drafting of construction contracts and provides guidance during project disputes and crisis situations.
Mark remains actively engaged with developments affecting the construction industry through his service as counsel to the General Contractors Association of New York and the Wall, Ceiling & Carpentry Association of New York. He previously served as an adjunct professor teaching Construction Law at the New Jersey Institute of Technology, reflecting his longstanding involvement in construction law education.
Mark is recognized by Chambers USA for his work in construction law. He is admitted to practice in New York and New Jersey, as well as before the United States District Courts for the Southern and Eastern Districts of New York and the United States District Court for the District of New Jersey.
Mark earned his Bachelor of Arts in Political Science and Government from New York University and his Juris Doctor from the State University of New York at Buffalo, where he graduated cum laude and served as an editor of the Law Review.
