Biography
Dwayne Johnson is an environmental law attorney at Kean Miller in Baton Rouge, Louisiana. He represents clients on a wide range of environmental law matters, including air and water issues, solid waste, hazardous waste, underground storage tanks (USTs), wetlands, remediation under Superfund and RECAP, release reporting, incident response, and environmental permitting and enforcement. His practice also includes negotiating and implementing settlement agreements in class action and Superfund litigation, advising on financial responsibility mechanisms, and assisting with regulatory and legislative negotiations. Dwayne regularly counsels clients on environmental compliance and permitting requirements and advises corporate clients on environmental due diligence related to mergers and acquisitions and environmental provisions in contracts.
Dwayne has represented a global energy refining company in litigation and regulatory proceedings involving efforts by the Louisiana Department of Health and Hospitals to revoke an exemption from continuous chlorination of a chemical plant water system. The proposed revocation would have required a multimillion-dollar reconfiguration of the facility’s water system. Following an administrative hearing, the Administrative Law Judge ruled that the Department improperly revoked the exemption, based on the evidence presented and post-hearing briefing submitted by the Kean Miller team.
