Luis Salinas is counsel at Creel, García – Cuéllar, Aiza y Enríquez, S.C. in Mexico City and member of the tax-controversy practice.
Luis’ professional practice focuses mainly on tax- controversy and litigation. He has substantive experience in tax consulting and dealing with the tax issues of digital platforms. Prior to joining the Firm he acted as head of the Taxpayer’s Advocate Office (PRODECON), where he also held the positions of Deputy Chief of Systemic Tax Analysis and Director General of International Affairs. He previously worked for 12 years in the M&A-Tax practice of Law Firms located in Mexico City, New York and Washington, D.C.
Some representative experience includes his role as Governmental Observer in the Committee of Experts on International Cooperation in Tax Matters of the United Nations and his involvement in the work of the Subcommittee on Dispute Avoidance and Resolution. Luis is currently National Reporter (Mexico) for the Observatory on the Protection of Taxpayer’s Rights of the International Bureau of Fiscal Documentation (IBFD).
He is member of the International Fiscal Association and Chair of the Young IFA Network Committee (Mexico Chapter). Luis obtained his Law degree from Universidad Iberoamericana in Mexico City in 2008 and a Master of Laws in International Taxation (LL.M.) from New York University in 2014.
