Joseph P. Baxter is an attorney at DarrowEverett LLP in Providence, Rhode Island, and a member of the firm’s Business Litigation & Alternative Dispute Resolution, Government Relations Practice, and Land Use and Zoning Law practice groups. He represents clients in matters involving government affairs, legislative and regulatory issues, land use matters, and business disputes.
Joe draws on his background in legal research, writing, and public policy to help clients address complex legal and regulatory challenges. His experience working within Rhode Island state government provides valuable insight into legislative processes, government operations, and administrative procedures. He works closely with businesses, property owners, developers, and organizations seeking guidance on zoning, permitting, and government-related matters.
Before joining DarrowEverett LLP, Joe served as a law clerk to Chief Justice Paul A. Suttell of the Rhode Island Supreme Court. In that role, he assisted with legal research, case analysis, and the preparation of judicial materials involving a broad range of legal issues.
Prior to his clerkship, Joe worked for several years with the Rhode Island Senate, where he served as Clerk of the Judiciary Committee and later as a Legislative Coordinator. His work included assisting with the drafting, tracking, and amendment of legislation, as well as supporting the legislative process on a wide range of policy matters. He also managed a reelection campaign for a member of Senate leadership and contributed to numerous political campaigns over nearly a decade.
