Biography

John Habib is an attorney with Keegan Werlin LLP in Lexington, Massachusetts, where his practice focuses on Energy Law and utility regulatory matters. He represents electric and gas utilities in proceedings before the Massachusetts Department of Public Utilities and other regulatory bodies involving energy policy, utility operations, and compliance with state energy and environmental initiatives.

Mr. Habib has represented electric utilities in matters involving the Massachusetts 2021 Climate Act, the 2008 Green Communities Act, and related regulatory proceedings. His work includes issues involving long-term clean energy procurement, energy storage programs, solar incentive programs, smart grid investments, energy efficiency initiatives, and the interconnection of distributed generation resources. He has also advised utilities in Massachusetts and Rhode Island on programs supporting the expansion of electric vehicle charging infrastructure and broader transportation electrification efforts.

In addition, Mr. Habib represents gas utilities in proceedings concerning gas system enhancement plans, gas procurement, and other regulatory matters before the Massachusetts Department of Public Utilities. His recent work has included representing Massachusetts gas utilities in D.P.U. 20-80, addressing net-zero enablement planning and compliance with the Commonwealth’s 2050 greenhouse gas reduction targets.

Mr. Habib also counsels electric utilities on matters related to the Massachusetts Electric Restructuring Act of 1997, including proceedings involving the divestiture of generation facilities, power purchase agreements, default service policy, and service quality requirements.

His experience includes appellate proceedings before the Massachusetts Supreme Judicial Court involving administrative and regulatory law issues affecting the energy industry.

Before joining Keegan Werlin LLP in 1998, Mr. Habib served as an attorney at the Massachusetts Department of Public Utilities. He also served as General Counsel to Massachusetts State Senator John D. O'Brien from 1993 through 1997, where he authored legislation on behalf of the Joint Special Committee on Electric Utility Restructuring.
