Biography
Jennifer Harris is a Partner in the Washington, D.C. office of Peckar & Abramson PC. She focuses her practice on Commercial Litigation, Construction Law, and Litigation – Construction, representing clients throughout Washington, District of Columbia and the surrounding region. Her work centers on construction-related disputes, government contracts, and complex commercial matters.
Jennifer advises and represents clients on both public and private construction projects. Her experience includes representing general contractors and subcontractors in disputes involving nonpayment, mechanic’s liens, wage and hour claims, design-related issues, and delay and disruption claims. She also represents clients in the investigation and defense of payment and performance bond claims and related indemnity actions. In addition, Jennifer counsels clients on federal and state compliance matters, joint venture arrangements, mentor-protégé relationships, and minority business certification issues.
Throughout her career, Jennifer has represented clients in arbitrations and mediations and has handled matters through all stages of state and federal litigation, including jury trials and appeals. Her litigation practice is informed by her background in both construction law and commercial litigation.
Before joining Peckar & Abramson PC, Jennifer practiced real estate and business litigation in Baltimore, Maryland. She also served as a judicial law clerk to the Honorable Mickey J. Norman in the Third Judicial Circuit of Maryland, where she gained valuable insight into trial court proceedings and judicial decision-making.
Jennifer earned her Juris Doctor from the University of Baltimore School of Law, graduating summa cum laude and as a member of the Heuisler Honor Society. While in law school, she served on the Executive Board of the University of Baltimore Law Review, competed on the National Labor Law Moot Court Team, and worked as a Rule 16 Attorney in the Civil Advocacy Clinic. She also completed externships with the U.S. Department of Labor – OSHA and the U.S. Equal Employment Opportunity Commission.
Jennifer is admitted to practice law in Washington, D.C., Maryland, and Virginia.
