Jack Orchard is a founding partner of Ball Janik LLP and has practiced law for more than 35 years. His principal areas of practice are transactional real estate, real estate development, and land use law. Mr. Orchard has represented clients on some of the region’s most important land use and real estate development projects, including: Oregon’s largest, single-owner, mixed-use development (Tanasbourne); Hawthorn Farm Industrial Park, anchored by an Intel facility; and several major residential developments. He has provided ongoing representation to a 19-acre retirement community (Mary’s Woods at Marylhurst), financed with tax-exempt revenue bonds, and continues to assist one of Oregon’s fastest growing and largest public school districts (Beaverton Schools) in acquiring multiple school sites.

Mr. Orchard’s real estate work has expanded to include significant property tax appeal cases before the Oregon Tax Court, as well as representing clients in condemnation matters. In his land use practice, he has successfully argued cases before the Oregon Land Use Board of Appeals, Oregon Court of Appeals, and Oregon Supreme Court and has represented clients before virtually every metropolitan Portland government. Mr. Orchard was recognized as a “2015 Top Rated Lawyer in Land Use and Zoning” in the June issue of Corporate Counsel magazine and The American Lawyer, profiling AV-rated lawyers by Martindale-Hubbel®, American Registry. He is listed in The Best Lawyers in America for Land Use and Zoning Law. He was also recognized as one of “Oregon’s Top Rated Lawyers” in 2013 by ALM Legal Leaders, published in The National Law Journal, The American Lawyer and Corporate Counsel magazine, which is affiliated with Martindale-Hubbell®. Mr. Orchard has earned AV® Preeminent™ Rating by Martindale-Hubbell®, American Registry. He has been selected to the Oregon Super Lawyers list.

Mr. Orchard has worked extensively with state-funded economic development agencies and is frequently consulted about regional and state economic strategy efforts. He was a part of the economic development team which successfully attracted Genentech to construct its first facility in Oregon. He is currently Secretary of the Westside Economic Alliance, a former member of the Multnomah-Washington-Counties Regional Investment Board, and a board member of the Institute for Metropolitan Studies at Portland State University. He is the former Chair of the Beaverton (Schools) Education Foundation.

Since 1975, Mr. Orchard has represented the Oregon Newspaper Publishers Association, which awarded him the Roger W. Williams Freedom of Information Award and its President’s Award for Service. He also represents a sizeable number of the state’s newspapers concerning freedom of information and defamation matters. He is a frequent speaker on public records and meetings matters, including freedom of information issues.

In 1997/98, Mr. Orchard served as Interim General Counsel for Legacy Health System, a non-profit, multi-hospital system headquartered in Portland and a long-time client. He was subsequently named to the Legacy Board of Trustees, and served as Board Vice-Chair and as Chair of the Finance Committee. He recently retired from the board after completing his 10th year of service.
