Biography
Gordon Polozola draws on decades of experience representing public utilities and industrial clients across a wide range of regulated industries, including electric generation and project development, telecommunications, water and sewer services, gas and petroleum pipeline regulation, and trucking and transportation companies. Based in Baton Rouge, Louisiana, Gordon focuses on helping clients align legal strategy with business objectives while addressing regulatory, compliance, and operational considerations.
Gordon advises clients on matters involving utility ratemaking, electric service agreements with incumbent utilities, wholesale power and commodity sale and purchase agreements, EPC agreements, independent system operator capacity and energy markets, NERC compliance, utility mergers and acquisitions, private infrastructure fund transactions, operations and maintenance contract negotiations, FERC wholesale transmission and interconnection agreements, and environmental law issues affecting utilities and industrial facilities.
His practice includes representing local, regional, national, and international utilities, as well as large utility consumers, in contract negotiations and regulatory proceedings before federal and state agencies. Gordon regularly counsels clients on the regulatory frameworks governing the development, construction, and operation of independent power projects and on-site industrial generation projects, including environmental compliance and permitting considerations.
Gordon has represented client interests before the Louisiana Public Service Commission, Florida Public Service Commission, Tennessee Regulatory Authority, Arkansas Public Service Commission, Mississippi Public Service Commission, Federal Communications Commission, and Federal Energy Regulatory Commission. He is a Certified Cogeneration Professional and Distributed Generation Professional through the Association of Energy Engineers.
In addition, Gordon represents local gas distribution companies, water and sewer providers, and pipeline companies in rate application proceedings and compliance filings before the Louisiana Public Service Commission. His work frequently intersects with environmental law and regulatory requirements applicable to utility infrastructure and energy-related projects.
Gordon also advises private fund investors in the acquisition and disposition of electric generating and pipeline assets, as well as participation in large-scale industrial projects, including petrochemical facility development. He serves as outside general counsel to private equity clients such as insurance companies and domestic and international pension funds, providing ongoing support for transactional, regulatory, and environmental matters.
He is frequently engaged by AmLaw 100 firms as local counsel for Louisiana and Texas matters, assisting with transaction coordination, regulatory strategy, and closing execution. Gordon also serves as Kean Miller’s subgroup leader for renewable development and sustainability initiatives, including carbon capture and sequestration projects.
Before rejoining Kean Miller in 2020, Gordon served as Vice President and Regional General Counsel for an independent power producer in the southeastern United States and as Executive Vice President and General Counsel to a private equity infrastructure firm based in Houston, Texas.
Having spent significant time in-house, Gordon understands the practical considerations that drive business decisions, including budget management, operational efficiency, and risk assessment. He provides clear, direct legal guidance that takes into account both immediate issues and longer-term business goals.
