An internationally recognized thought leader and expert in privacy and data protection law, Francoise has been named Best Lawyers’ 2014 San Francisco “Lawyer of the Year” for Information Technology Law. For several years, she has been listed in Chambers USA, Chambers Global, Best Lawyers in America and Who's Who in E-Commerce in the areas of information technology and data privacy and security. A dually qualified American Attorney and French Avocat, Françoise regularly advises businesses on a variety of information privacy and security and cloud computing matters, including compliance with privacy and security laws, development and implementation of policies and procedures, training of workforce and company management, and negotiation of high stakes cloud computing contracts, among others. In connection with global projects, she assists companies on multinational compliance efforts, national or global privacy strategies, cloud computing contracts, crossborder data transfers, the consolidation of human resources or customer data, and monitoring policies and procedures.
Francoise regularly manages teams of lawyers across many jurisdictions in order to provide global companies with assistance spanning several countries, and the tools necessary to adopt and implement worldwide privacy strategies.
Francoise is the primary author and the editor of the reference two-volume treatise Global Privacy and Security Law, http://www.globalprivacybook.com (two volumes, 3,500 pages, Apen Publishers / Wolters Kluwer Law and Business) which provides an in-depth analysis of the data protection laws of 68 countries on all continents. She has co-chaired the PLI Privacy & Security Law Institute since the late 1990's, and launched and co-chaired the Silicon Valley KnowledgeNet of the International Association of Privacy Professionals (IAPP) for eight years.

Francoise has volunteered for 20 years as an Adjunct Professor at the University of Illinois at Chicago. She is a frequent lecturer at the San Jose, California, State University Silicon Valley Center for Entrepreneurship and the John Marshall Law School in Chicago, Illinois. A founding member of the Cloud Security Alliance, she serves as general counsel of the organization and leads its Legal Committee.
A graduate from Loyola University of Chicago School of Law (Juris Doctor Degree) and the University of Paris (France) (Maitrise en Droit), Francoise is certified as a CIPM, CIPP/US by the International Association of Privacy Professionals (IAPP). She holds undergraduate and graduate degrees in Mathematics and Education from the University of Montpellier (France) and the University of Paris (France).
Ms. Gilbert is admitted to practice law in the United States (California Bar and Illinois Bar) and in France (Paris Bar).
