Elena Veleiro

Elena Veleiro joined Pérez-Llorca in 2014 as Counsel of the Public Law department. She is a State Advocate (Abogado del Estado) on leave of absence.

She has extensive experience in public procurement, specifically in PPP (public private partnership) and claims involving administrations, specifically in liability. She has also advised on the terms of contracts granted under administrative concessions regarding the management of public properties. Elena has vast experience in dealing with complex enforcement of judgments. Her areas of practice include environmental affairs and water regulations.

Elena also provides regulatory advice on M&A transactions within the infrastructures sector in Spain, including roads, motorways and ports.
