Biography
Elaine Lee is a Partner in Peckar & Abramson PC’s Los Angeles, California office. Her practice focuses on Litigation – Construction, including construction litigation and dispute resolution, with an emphasis on advising construction industry clients on California legal issues.
Elaine represents owners, general contractors, and design, engineering, and construction professionals in a wide range of construction disputes. Her work involves complex matters arising from public infrastructure projects, commercial developments, and culturally significant facilities. She regularly assists clients through all phases of construction litigation, including early claim assessment, mediation, discovery, motion practice, evidentiary hearings, and appeals, helping them evaluate risks and pursue practical legal strategies in high-stakes matters.
Representative matters include:
- Representing a prime contractor joint venture in dispute review board procedures and mediation with the owner of a major transportation project on the West Coast
- Representing a prime contractor in arbitration against a subcontractor terminated for inadequate manpower and defective work, resulting in a multimillion-dollar arbitration award that included costs to repair and complete the work
- Managing large-scale electronically stored information (ESI) matters, including preservation, collection, review, and production of data commonly generated on complex construction projects
Elaine earned her Juris Doctor from the University of Southern California Gould School of Law and is admitted to practice in California state and federal courts. She has served on the Diversity + Inclusion Committee of the ABA Construction Forum, the Los Angeles County Bar Association’s Access to Justice and Amicus Brief Committees, the advisory board of the Young Lawyers’ Division of the Association of Business Trial Lawyers, Los Angeles Chapter, and the advisory board of the Legal Aid Foundation of Los Angeles.
