Biography

David W. Beugelmans is Chair of Gordon Feinblatt’s Energy & Environmental Law Practice Group. He counsels clients on energy law, environmental law, public utility regulation, renewable energy development, and energy policy matters, with a particular focus on utility-scale solar projects, distributed generation, energy storage, and regulatory compliance.

David regularly represents power plant developers before the Maryland Public Service Commission (PSC) in connection with Certificates of Public Convenience and Necessity (CPCN) and other regulatory approvals required for energy projects. He has helped permit more than 800 megawatts of utility-scale solar projects throughout Maryland and advises clients on community solar, net metering, interconnection requirements, power purchase agreements (PPAs), subscriber agreements, renewable energy development, and project financing matters.

His practice also includes representing water companies, electricity suppliers, and large energy consumers in regulatory proceedings involving utility rates, utility mergers, licensing matters, and energy policy issues. David has extensive experience before both the PSC and the Federal Energy Regulatory Commission (FERC), including matters involving PJM interconnection rules and regulatory compliance.

In addition, David advises clients on renewable energy credits (RECs), solar renewable energy credits (SRECs), renewable portfolio standard (RPS) programs, land use and zoning issues, membership interest purchase agreement (MIPA) transactions, and energy project development matters. He frequently serves as Maryland regulatory counsel for renewable energy financing and tax equity transactions.

On the environmental side of his practice, David counsels developers and property owners on environmental permitting, brownfield redevelopment, environmental site assessments, and participation in the Maryland Department of the Environment’s Voluntary Cleanup Program.

A registered Maryland lobbyist, David actively advises clients on legislative, regulatory, and policy developments affecting the energy and environmental sectors. Prior to joining Gordon Feinblatt, he served as a policy advisor for the Maryland Energy Administration, where he worked on utility regulation, renewable energy initiatives, energy storage, energy efficiency programs, and significant energy legislation. He is also a contributing author to the LexisNexis Practice Guide: Maryland Environmental Law.
