Mr. Rose brings more than 40 years of experience in Utah water law, real estate, and local government advisement. He represents a wide range of clients, including public water suppliers, municipalities, special districts, private water companies, irrigation companies, real estate developers, and individuals in all matters related to water supply, water rights, and water law compliance.
Over the course of his long career pertaining to his municipal and special district practice, Mr. Rose has guided clients through the formation of new special districts, district governance and statutory compliance, operating rules, regulations and policies, annexations, boundary adjustments, easements and land use agreements, as well as complex contractual issues involving development agreements, annexation agreements, operating agreements and facilities use, release and waiver agreements. His knowledge of Utah special districts, water rights, municipal bond law, and his practical approach to problem-solving make him a trusted advisor to public entities, individuals, and private developers.
In addition to his water law practice, Mr. Rose has extensive experience in public finance law, regularly serving as issuer’s counsel for municipalities in connection with the issuance of municipal bonds, notes, and other financing instruments. He also advises governmental clients on the formation and operation of public infrastructure districts under Utah law.
