Cheryl M. Kimball is a partner at Keegan Werlin LLP in Lexington, Massachusetts, where her practice focuses on Energy Law and Energy Regulatory Law. She represents electric and gas utilities before public utility commissions in Massachusetts, Connecticut, Rhode Island, and New Hampshire on a wide range of regulatory and transactional matters.
Ms. Kimball advises clients on rate-setting proceedings, utility finance matters, cost-recovery proposals for system infrastructure upgrades and replacements, pension cost recovery, energy procurement, utility-owned solar and energy storage projects, emergency response plans, storm review proceedings, and electric and pipeline safety compliance. Her practice also includes representation of electric and gas utilities in distribution rate proceedings, merger and acquisition matters, and administrative appeals before the Massachusetts Supreme Judicial Court.
In addition, Ms. Kimball has substantial experience with energy facility siting matters. Her background includes work for the Massachusetts Energy Facilities Siting Board involving the siting of gas-fired generation facilities, as well as representation of private developers seeking state permits and local zoning exemptions for the construction of energy infrastructure projects.
Before joining Keegan Werlin LLP in 1997, Ms. Kimball served as Counsel for the Massachusetts Department of Public Utilities. Earlier in her career, she practiced as an associate with Hiscock & Barclay in Syracuse, New York.
