Biography

Charles E. Williams III is a Partner in the Construction and Real Estate Law practices at Peckar & Abramson PC, based in New York, New York. His practice focuses on construction law, real property matters, government relations, and commercial litigation, including the representation of sureties. These presentations address certification requirements and the calculation of participation by M/W/DBE firms to meet statutory and contractual utilization goals on public construction projects.

Before joining Peckar & Abramson PC, Charles served as Vice President and General Counsel of the New York City School Construction Authority. His prior public service includes roles as Counsel to the Borough President of Manhattan, General Counsel to the New York Department of State, Acting Secretary of the State of New York, and Assistant Counsel to the NAACP Legal Defense and Educational Fund. This background informs his understanding of government operations, regulatory frameworks, and public-sector construction.

Charles is admitted to practice law in the State of New York, the United States Court of Appeals for the Second Circuit, and the United States District Courts for the Southern and Eastern Districts of New York. He earned his Bachelor of Arts degree from Franklin & Marshall College and his Juris Doctor from Columbia University School of Law.
