With more than 25 years of professional experience, César advises domestic and international clients on complex legal, regulatory, and contractual matters, particularly those involving government entities, public-private partnerships (PPPs), concessions, and major infrastructure projects.
His practice spans the transportation, logistics, energy, public utilities, and other regulated sectors, with extensive experience in ports, airports, highways, and rail infrastructure. He regularly advises on project structuring, government contracting, regulatory matters, contractual risk allocation, dispute prevention and resolution, and contentious administrative proceedings.
Before founding bardinelli in 2024, César served as Managing Partner of KPMG Law Colombia and previously as Partner and Head of Office at Philippi Prietocarrizosa Ferrero DU & Uría (PPU). Earlier in his career, he held senior legal positions in the Colombian public and private sectors and served, among other positions, as General Counsel to the Colombian Coffee Growers Federation and its affiliated businesses.
His combined experience in private practice, corporate legal leadership, and public administration provides him with a comprehensive understanding of the legal, institutional, financial, and commercial dimensions of complex projects and disputes.
