Carter is a construction practice attorney who has represented clients in the construction industry, including contractors, subcontractors, suppliers, and owners. He has a background in litigating and resolving legal construction matters from routine common disputes to complex, multi-party litigation.
He has resolved construction matters through litigation, arbitration and mediation in the five-county Philadelphia area, the United States District Court for the Eastern District of Pennsylvania, the Third Circuit Court of Appeals, and New Jersey State and Federal courts.
Carter can efficiently analyze complex matters and synthesize information into strategy and action plans. He possesses a keen ability to identify problems and craft compelling arguments to resolve issues effectively. His excellent communication skills enable him to explain complex concepts and effectively prosecute or defend a position in any legal or non-legal forum.
Prior to Horn Williamson & Collins, Carter gained extensive experience performing as in-house counsel for general contractors. In that capacity, he skillfully negotiated construction contracts with owners and subcontractors collectively valued in excess of $350 million. In addition, he counseled contractors on daily operational and legal matters, including subcontractor pre-qualification, risk assessment, claims analysis, and mitigation of subcontractor defaults.
