Biography

Carrie Tournillon practices Administrative / Regulatory Law, Energy Regulatory Law, and Utilities Law, with a focus on oil, natural gas, pipeline, and utility-related matters. Based in New Orleans, Louisiana, she represents businesses navigating complex federal, state, and local regulatory frameworks. Carrie is listed among Chambers Band 1 Louisiana Energy & Natural Resources: Utilities lawyers and currently serves as a Councilmember and Past Chair of the Public Utilities Section of the Louisiana Bar Association. She is also a member of the Board of Directors of the Energy Bar Association – Louisiana Chapter.

With a practice centered in Louisiana and Texas, Carrie advises clients on administrative, public utility, and energy regulatory matters tied to critical infrastructure and commercial development. Her work focuses on helping clients move energy and utility projects forward while maintaining compliance with evolving regulatory requirements.

Carrie represents industrial manufacturing, refining, and energy industry participants before the Louisiana Public Service Commission, the Louisiana Pilotage Fee Commission, and the Council of the City of New Orleans. She has assisted private equity clients with the acquisition of natural gas distribution systems in Louisiana and Mississippi, including regulatory due diligence, approval proceedings, closing processes, and the establishment of new natural gas public utilities. She also advises businesses on utilities-related regulatory matters before the Louisiana Public Service Commission, the Council of the City of New Orleans, the Public Utility Commission of Texas, the Railroad Commission of Texas, the State Office of Administrative Hearings, and state district courts.

Chambers USA notes that Carrie “is commended for her work with utilities in complex administrative proceedings and project development-related matters” before the LPSC and the PUCT. Chambers further describes her as “a thorough and meticulous lawyer, with a good eye for detail,” and “zealous on behalf of her clients when advocating for them.”

In addition, Carrie assists local distribution natural gas utilities, water and sewerage utilities, intrastate liquids pipeline companies, and telecommunications providers with a wide range of regulatory and contract matters. Her practice includes addressing contested proceedings, compliance issues, and disputes arising from utility operations and regulatory oversight.

Prior to joining Kean Miller, Carrie practiced in Texas and served as a Staff Attorney for the Public Utility Commission of Texas. In that role, she represented the commission in electric and telecommunications proceedings, rulemakings, and ERCOT protocol enforcement matters, and served on the PUCT’s Emergency Management Response Team during Hurricane Ike. She later entered private practice with a firm focused on utility regulatory matters before the PUCT and the Railroad Commission of Texas.

Carrie’s experience working within a regulatory agency provides her with a practical understanding of agency processes and decision-making. Clients rely on this background when developing regulatory strategies, managing risk, and advancing business objectives in the highly regulated energy and utilities sectors.
