Carol has devoted her career to public finance, advising governmental entities, underwriters, and nonprofit organizations on a broad range of tax-exempt and taxable financing transactions. With more than 25 years of experience, she represents clients throughout the financing process, helping them navigate complex legal, regulatory, and disclosure issues while developing practical solutions tailored to their objectives.
A member of the Management Committee at Hawkins Delafield & Wood LLP, Carol's practice includes serving as bond counsel, underwriters' counsel, and disclosure counsel for state agencies, local governments, and conduit borrowers. She has extensive experience with general obligation bonds, revenue bonds, certificates of participation, short-term financings, pension obligation bonds, tax increment financings, transportation financings, water and wastewater projects, lottery revenue financings, and financings for nonprofit organizations and manufacturing and solid waste facilities.
Carol is widely recognized as a leader in the public finance community. She is a Past President of the National Association of Bond Lawyers (NABL), where she has played an active role in advancing the practice of public finance law and supporting the profession nationwide.
Her work has earned numerous professional honors, including recognition in The Best Lawyers in America for Public Finance Law and selection as Best Lawyers "Lawyer of the Year" for Public Finance Law in Portland, Oregon. She has also been recognized by the Portland Business Journal as one of its "Forty Under 40" honorees for her professional achievements and leadership.
