Biography

Andrew Chesley’s practice includes white collar criminal defense and securities enforcement defense, governmental and internal investigations, and commercial litigation. Andrew represents individuals at various stages of governmental investigations and prosecutions, from pre-enforcement depositions or interviews through trial and sentencing. Andrew has represented individuals facing criminal or Securities and Exchange Commission (SEC) charges of insider trading, wire fraud, identity theft, and commodities and securities fraud, including in the digital assets and cryptocurrency industry. Andrew also represents individuals in connection with subpoenas or requests for voluntary interviews by various government agencies in cases concerning bank fraud, tax fraud, securities fraud, and Anti-Money Laundering (AML)/Bank Secrecy Act (BSA) compliance. His individual clients have included company founders, high net worth individuals, senior corporate executives, consultants, and trading firm principals. In addition, Andrew has represented hundreds of employees of broker-dealers, registered investment advisors, and a ratings agency in connection with the SEC’s industry-wide investigation into recordkeeping and off-channel messaging practices.

In his commercial litigation practice, Andrew represents Citadel Securities in trade secrets litigation against a digital assets trading firm founded by its former employees, and has represented an insurtech bankruptcy debtor in connection with contemplated affirmative litigation, a large technology company in both federal litigation and arbitration, and a biopharmaceutical company in false advertising and breach of contract actions in multijurisdictional federal proceedings.

Through his investigations practice, Andrew has worked with investment banks, fintech companies, residential mortgage originators, and a ratings agency on multiple internal investigations and responses to regulatory proceedings.

Andrew received his law degree from Columbia Law School, where he was a James Kent Scholar and received the Ruth Bader Ginsburg Prize, awarded to students who earned the highest academic honors for all three years of law school. During law school, Andrew was an Articles Editor of the Columbia Law Review, worked on public education reform projects through the Center for Public Research and Leadership, and coached high school mock trial. Andrew graduated from Dickinson College with a B.S. in Mathematics and Economics. At Dickinson, he was awarded the Hufstader Prize for his contributions to the College.
