Biography
Allison E. Turnbull is a partner in Holland & Knight's Orlando office and chair of the Orlando Land Use team. Ms. Turnbull's practice focuses on all aspects of real estate development. She focuses on land use and zoning changes, the procurement and retention of development entitlements, real estate acquisitions and sales, real estate financing, and legislative and governmental affairs on both a local and state level.
Ms. Turnbull represents private and public entities in the development of commercial, residential and mixed-use projects in all phases of development. She helps landowners obtain all forms of local government approvals, ranging from zoning and comprehensive plan amendments, special exceptions, variances and conditional use permits, to the negotiation of development agreements, development orders, annexation agreements and school capacity enhancement agreements. Ms. Turnbull has extensive experience handling planned unit developments, subdivision plats, annexation agreements, vested rights, impact fees, utility agreements, concurrency, transportation mitigation, road construction agreements, wetlands mitigation and permitting, and many other aspects of land use and real estate development.
A variety of U.S. and international institutional clients in a range of different industries, including aviation, construction and owners/operators/developers of industrial real estate, depend on Ms. Turnbull for guidance. Beginning with site selection, contract negotiation, due diligence and the land acquisition phase, followed by the procurement of land use approvals and entitlements, Ms. Turnbull comprehensively assists clients through the entire development process. She has significant experience in the approval and management of developments of regional impact (DRls) throughout Central Florida, as well as a variety of jurisdictions across Florida. Ms. Turnbull also assists many clients outside Florida who conduct business in the state. She has significant knowledge of concurrency issues in the areas of transportation, utilities and school capacity. Additionally, she assists in the establishment and operation of community development districts, community redevelopment agencies and other local government financing mechanisms.
