He has held numerous positions in the Spanish administration and in the public and private cultural sector, as well as in international organizations: Deputy Director General of Artistic Heritage, Director General of Cooperation with the Autonomous Communities, Technical Secretary General of the Ministry of Culture, Director General of Fine Arts, Archives and Libraries of the same department, Director of Parliamentary Relations of the General Secretariat of the Congress of Deputies, Director of the Caja Madrid Foundations, Colegio Libre de Eméritos, and Ortega-Marañón Foundations, Deputy Director-General for Culture at UNESCO, and President of National Heritage. He is currently Deputy Treasurer of the Royal Academy of Fine Arts of San Fernando and President of the Don Juan Institute of Valencia.

He specializes in constitutional and administrative law, protection and management of cultural heritage, assets of cultural interest, art law, foundations, inheritance law, and nobility law.
He is the author of the books “La Monarquía y la Constitución” (The Monarchy and the Constitution) (together with Manuel Fernández-Fontecha), “Las competencias del Estado sobre el Patrimonio Histórico Español en la Constitución de 1978” (The State's powers over Spanish Historical Heritage in the 1978 Constitution), as well as the commentary on Article 57 - Succession to the Crown (together with Joaquín Tomas Villarroya) - in the “Comments on the Spanish Constitution of 1978” edited by Oscar Alzaga. He directed the publication of the “Parliamentary Proceedings of the Spanish Historical Heritage Law.” He has also published articles on various aspects of cultural heritage protection in specialized journals.
