    Al Mottur is a senior Democratic strategist who solves the most complex and thorny political issues clients face in Washington, D.C. He connects organizations with leaders at the highest levels of Democratic politics, in both Congress and the Biden administration, and uses his legal and policy intellect to build consensus around solutions. When Fortune 50 corporations or sovereign governments face a major crisis, Al is often the person they turn to. He is at his best in high-pressure, high-stakes scenarios. Al has successfully protected high-profile mergers and acquisitions, defended companies from contentious oversight battles, and delivered legislative victories that saved clients billions of dollars.

    As co-chair of the firm’s technology and telecommunication practice, Al engages federal policymakers as they develop legislation and regulations to address emerging technologies, data privacy, Big Tech, competition law and infrastructure. He has strong relationships with political and career officials at the Department of Commerce, FTC and FCC, as well as with Democratic leadership in Congress, including senior members of the House and Senate commerce committees. Al formerly served as senior communications counsel for the Senate Commerce, Science and Transportation Committee.

    In addition to his advocacy, Al is a prolific fundraiser for the Democratic Party. He spearheaded the firm’s bundling efforts during the last presidential election, raising more money for the DNC than any other D.C. lobbying firm.

Brownstein advocated on behalf of DISH Network Corporation (DISH) for the Federal Communications Commission (FCC) to remove outdated regulations and grant terrestrial flexibility for most of the AWS-4 band. The FCC's actions directly facilitated wireless competition and innovation.

Faced with intense Congressional scrutiny, Brownstein worked with our client to develop congressional messaging, engage in meetings in the United States Senate, and prepare for a high profile congressional hearing, ultimately mitigating Congressional concerns.

Brownstein team for a major corporate client during a very intense period of crisis management when the company was under scrutiny from the Congress, including Hill outreach and extensive hearing preparation. This resulted in two successful hearings on Capitol Hill.

Secured $3.5 million in federal funding over the next three years under the Ryan White program to provide services to HIV/AIDS patients on behalf of our client.

Successfully lobbied the NY Governors Office and state legislature to defeat a proposed budget measure that called for the revocation of a foreign tax credit treaty exemption. The measure would have raised billions by imposing a double tax on global companies paying taxation abroad with countries under an existing treaty.
