Biography

Alan Shoer knows energy, telecommunications and other public-utility issues inside and out having served in both industry and government. He’s worked as in-house general counsel and regulatory affairs director for regional utilities, as Rhode Island’s Department of Environmental Management’s General Counsel, and as the state’s Special Assistant Attorney General in key litigation before the Federal Energy Regulatory Commission and the Public Utility Commission. His national and regional corporate and governmental clients—in renewable energy, telecommunications, energy, gas and water—benefit materially from his multifaceted experience. They get a deeply knowledgeable, connected and trusted partner/advisor who understands the demands and expectations they face. He brings this deep experience to bear in addressing state and federal regulatory matters, interconnection agreements, tariff issues, commercial wholesale and retail service contracts with customers and vendors, lease agreements, and other issues associated with mergers and acquisitions. Responsive and quick to grasp your needs, Alan applies his extensive legal expertise in administrative and public-utility regulatory law, environmental law, corporate law and other commercial laws to help his energy, utility and telecommunications clients succeed, prosper and effectively deal with complex regulatory, litigation and compliance matters.
