Cooper, Spong & Davis was founded in the early 1950’s by former U.S. Senator William B. Spong, Jr. and former Lieutenant Governor of Virginia and Mayor of Portsmouth, Richard J. Davis. In 1963, that practice merged with the practice of Clyde W. Cooper and the firm became known as Cooper, Spong & Davis. Cooper, Spong & Davis, P.C. is one of Portsmouth’s oldest law firms and has served the entire Hampton Roads area for over 50 years. The legacy of William B. Spong, Jr., who passed away in 1997, pervades our practice. His emphasis on duty and professionalism is reflected in our dedication and involvement in the Hampton Roads community and in our service to our clients. A number of our attorneys serve on state and local charitable, governmental and corporate boards and commissions. Robert C. Barclay, IV, was a member of the Suffolk City Council. The firm’s current President and Managing Partner, Robert C. Barclay, IV. Additionally one of our Attorneys, Gregory M. Pomije, has previously served Portsmouth as its Commonwealth Attorney and as a Substitute Judge. He is Portsmouth’s Commissioner of Accounts, a Court Approved quasi-judicial position in which he oversees court-appointed fiduciaries such as executors of decedents’ estates. Cooper, Spong & Davis, P.C. maintains an “AV” rating by the Martindale-Hubbell Law Directory which represents the directory’s highest ranking in the legal community for professional reputation and experience.
