A Partner in the Adams and Reese Baton Rouge office, Tom has been practicing law since 1990, focusing on complex commercial litigation, insurance regulatory law, state procurement and contract dispute resolution, and filmed entertainment representation.

He has represented entities ranging in size from Fortune 500 companies down to locally owned sole proprietorships. In the insurance arena, Tom has been an active participant in the legislative and administrative process in the formulation and interpretation of laws and regulations which impact insuring entities, managing general agents, administrative service companies, self-insurance funds, intermediaries and producers in obtaining regulatory consents and approvals.

In procurement matters, Tom has represented both successful proposers and those adversely impacted by the agency decision in many of the largest procurements over the past 7 years.

Tom is admitted to practice in all Louisiana State Courts, the Louisiana Supreme Court, the United States District Courts of Louisiana and the United States Fifth Circuit Court of Appeals. He has also been admitted pro hac vice in numerous other jurisdictions.

Tom is an active in the following professional organizations: Committee of 100 for Economic Development, Inc.; the Baton Rouge, Louisiana, American and Federal Bar Associations, the International Association of Insurance Receivers, and INSOL. From 2001-2003, he served as Editor and Publications Committee Chair of "The Insurance Receiver," an internationally distributed quarterly trade publication, and served as its Features Editor from 1995 until 2001. Tom also served as the Fifth Circuit Editor for the American Bar Association Reference Handbook on Insurance Company Insolvency, 4th Edition.

Tom is active in the community and is currently serving on the following boards:

  • Chairman 2015-2017, Committee of 100 for Economic Development, Inc.
  • Board of Directors of the Louisiana Endowment for the Humanities (Strategic Programming, Governance, Governmental Relations, Personnel, and Litigation Committees).
  • Advisory Board for Teach for America South Louisiana (Executive Committee and Chairman of the Nominating Committee).
  • Property Insurance Association of Louisiana (Executive Committee).

Tom is a graduate of the 2013 CABL Leadership Class and he has participated in the Baton Rouge Area Chamber Canvas Workshop in Raleigh-Durham, Richmond, Pittsburgh and Louisville. Throughout his career, Tom has been an active advisor or board member to numerous community organizations, events and economic development endeavors.

In 1990, Tom received his J.D. from Paul M. Hebert Law Center of Louisiana State University, and earned his Bachelor of Arts degree in Political Science from Louisiana State University in 1986.

Tom enjoys spending his spare time with his wife and two children, and also playing as much competitive recreational tennis that his back will allow.
