$38,490,000 Indiana State Office Building Commission; Capitol Complex Revenue Bonds, Series 1986 — Acted as Bond Counsel in the first lease-appropriation debt issued by the State of Indiana in over 25 years. Drafted the statutory structure to comply with State Constitutional restrictions and created the document and flow of funds structure which enabled the State to access the capital markets for numerous subsequent financings to fund construction and renovation of various State Capitol buildings, correctional facilities and other State facilities.
$179,140,000 Indiana Finance Authority Lease Revenue Refunding Bonds, Series 2008 A & B — Acted as Bond Counsel in a multiple series refunding of multi-mode bonds related to a major economic development project at Indianapolis International Airport. The project was originally intended for use by United Airlines in the late 1990s. Had served as Bond Counsel or Underwriter’s Counsel on the previously issued bonds.
$122,410,000 City of Evansville, Indiana Redevelopment Authority Lease Rental Revenue Bonds, Series 2010 — Acted as Bond Counsel for the issuance of bonds to finance a multi-purpose arena constructed in downtown Evansville. Utilized multiple series (including Build America Bonds) and created a supporting pledged revenue structure from multiple sources of City revenues.
Public Private Agreement providing for the Indiana-Kentucky Ohio River Bridges – East End Crossing Project, 2012 – 2013 — Acted as lead Indiana counsel to WVB East End Partners, the consortium chosen by the State of Indiana, pursuant to a Public-Private Agreement, to design, finance, construct, operated and maintain an approximately $1 billion bridge (including the supporting road and tunnel approaches) project over the Ohio River. The East End Crossing Project was awarded the "Deal of the Year" by The Bond Buyer.
City of Indianapolis Consolidated Justice Facility Project 2013 - Present — Acting as lead counsel to the city in a Public-Private partnership procurement for the design, construction, financing, operation, and maintenance of an approximately $500 million new criminal justice social infrastructure project.
