Bill concentrates his practice in all aspects of municipal, land use and administrative law. Prior to joining the firm, Bill served as assistant city solicitor for the City of Bangor and then as corporation counsel for the City of South Portland. After joining the firm, he subsequently served as acting corporation counsel for the City of Portland and as acting corporation counsel for the City of South Portland. He has been selected for inclusion in the latest edition of The Best Lawyers in America for Municipal Law, Land Use & Zoning Law and Administrative Law.
Bill is a graduate of the Johns Hopkins University (1972), where he majored in Urban Affairs, and the University of Maine School of Law (1975). He is past chairman of the Maine State Bar Association Municipal Law Section and former state chairman for the National Institute of Municipal Law Officers. He has served as a South Portland City Councilor and Mayor and is currently chair of the Board of Voter Registration. He lives in South Portland with his wife; their two children have “flown the coop” to live in Seattle and New York City.
